Modified Commitment Level (CL) Definition: The definition of the CL metric has been updated so that it shows 100% instead of zero when there are no required activities on the workplan at the time of its creation.

Modified Commitment Level (PRCO) Definition: The definition of the PRCO metric has been updated so that it shows 100% instead of zero when there are no required activities on the workplan at the time of its finalization.

Fixed various descrepancies with the CL and PRCO reports when multiple workplans are created in projects that use multiple teams.

The New Workplan dialog will now automatically calculate the plan prior to appearing on the interface.

When splitting a task that has no external ID the TaskID will be used for the split tasks in the External field. 

When exporting to P6 if there are multiple tasks with the same ExternalIDs, the duplicate external ID will not be used for links in the generated file.  Instead, the vPlanner IDs will be used when the option to use External IDs is selected.  This prevents the creation of circular logic in P6.
